Reston Citizens Coalition Comment and Recommendations for Changes in the Reston Master Plan
The following is the prepared testimony and proposed language for changes in the Reston Master Plan as prepared by the Coalition for a Planned Reston (CPR). The testimony will be presented at the RA Board of Director's meeting on November 16, 2017.
Thank you for the presentation and bringng a focus to the fairfax county development plans for the Reston area. The current plan seems rather extreme. Fairfax looks to be obviscating the total proposed population counts through the use of acronyms, side notes, PTC/PRC ‘districts’, workforce units/bonus units, and density. It would be helpful if you had a primer that boils all the information into a couple of overview slides. These concepts are quite complex for the uninitiated and simplification may help those of us who don’t have hours and days to bone up on urban planning. If you want community support that is reasonable and broad based, it would be beneficial that they understand the proposal in a common vernacular. I believe forcing some commitments from the county, the builders and VDOT seems to be a reasonable ask. The county and VDOT work together all the time. I recently worked with Supervisor Hudgins, FCDOT and VDOT resolving some traffic issues in our neighborhood. Don’t give up on that angle just because it is a 5/10/20 year plan. It took us almost two years, dozens of meetings, lots of signatures, complex voting formulas and several notices to have two speed humps installed. It amazes me that this massive plan was to be approved after only two hour long meetings. Perfectly willing to help with the primer for the uninitiated as I am one. As a side note, why isn’t RA pushing this issue rather than a group of concerned citizens. Are they only concerned with fencing material and door paint colors? It seems to me an organization that collects a significant amount of money from it’s residents has an obligation to step up at a time like this. How much money and resources are they putting forward to preserving the community?
